Facilities Management and Planning is located in the East Building of the District Service Center at 4343 IH-30 in Mesquite (see map below).
Clyde Porter, Assistant Vice Chancellor/Director of Facilities and District Architect, has a staff of 14, who are responsible for the following areas:
- Architectural - preparation and review of plans and specifications for major projects and renovations to the campuses as they pertain to architecture
- Interiors - preparation and review of plans and specification for major proects and renovations to the campuses as they pertain to interior finishes and equipment
- Engineering - planning, construction, and maintenance of roads, structures, water supply, sewer, flood control, or traffic and parking lots
- Mechancial - planning and maintenance of heating, ventilation, air conditioning systems as well as plumbing and fire protection
- Financial Management - review, allocation, distribution of facilities project funds; oversee all facilities project management contracts

Facilties handles more than 900 projects worth more than $70,000,000 each year. Selected projects are outsourced to preapproved architectural, mechanical and engineering firms. (See sidebar for inqueries as to how to be preapproved for A/E projects at DCCCD. )
The department is committed to using energy efficient and "sustainable design" whenever possible, and works closely with Cedar Valley College's Energy Efficient Green Building Institute to stay abreast of cutting edge techniques.
